A retaining wall is a drainage system that happens to hold dirt
Every leaning retaining wall in North Texas tells the same story: water built up behind it, the saturated soil pushed harder than the wall could resist, and the wall rotated. Saturated Blackland clay is heavy, and when it swells it pushes harder still. So a wall built to last is designed from the back forward: free-draining gravel backfill instead of native clay against the wall, filter fabric so fines do not clog the gravel, a perforated drain at the base of the backfill, and weep holes or a drain line that daylights downhill so the water actually leaves. The visible wall (poured concrete, engineered block, or stone-faced) is the last layer of that system.
Structure follows the height and the load. Under about 4 feet with no surcharge (no driveway, slope, or structure pushing from above), gravity and segmental block systems built on a compacted base handle it. Over 4 feet, or under a surcharge at any height, the wall becomes an engineered structure: footing dimensions, reinforcement, geogrid layers in the backfill, and drainage details come off a design, and most cities in the corridor require exactly that engineering to issue the permit. Lake-area walls around Texoma and Lake Kiowa add shoreline rules and steeper grades to the mix.
Replacement work runs the same logic in reverse: figure out why the old wall failed (almost always water), demolish and haul off, then rebuild the wall and the drainage that was missing the first time. Repair is honest where the wall is sound and the failure is local; a wall that has rotated past plumb or cracked through its structure is a rebuild, and the estimate will say so plainly.
